Real holiday or not, Halloween is another excuse to get off work/school early, dress weird, and get drunk. How can you argue with that?

This is precisely true. Everyone should get All Souls Day (the day after after All Hallow's Eve) off. As Angel posted, all the debauchery occurs on the Eve, and you need the following day to recover (e.g. New Year's Eve/Day).

Everyone should write their congress(wo)man...the world suffers greatly because of this oversight!

That is why, in Mobile, we get Mardi Gras (Fat Tuesday) and Ash Wednesday off. Actually the most generous employers give you Lundi Gras off as well. The city practically grinds to a halt while we all party.
